You can probably temporarily fix it with a very strong tape of some sort but usually these are toss/replaced once they go down this path. You could also just buy some new outdoor chair webbing and a riveter or screws and redo as much of this as you want for a more secure replacement, but you might not be able to find the direct match for your current webbing.
