Let's start off with a history lesson. New wave music originated in the mid to late 1970s as a response to the punk rock explosion. A lot of record labels felt punk was too abrasive to market to a mainstream audience, and latched onto bands like Blondie and the Cars who were incorporating dance-driven rhythms and an overall radio friendly sound.
Permanent wave seems to refer to modern (80s to early 00's) bands and artists recognised to have been a major influence on new music. In their day they have been called alternative, indie, folk or underground their music quickly became so popular it was absorbed into modern mainstream rock, pop, etc.
