Enter the id of the video (the number in the url). In the result look for "Site MP4" and download the url in the "source" field.

Unlike media files uploaded to other projects, files uploaded to Wikimedia Commons can be embedded on pages of all Wikimedia projects without the need to separately upload them there.

Commons also does not host “fair use” copies of non-free content (see Commons:Fair use), other than some non-free symbols of the WMF projects.
