If you think about it, if you've got a portable green lantern that gets its power all the way across space from the central power battery on Oa or Mogo, that you then use to charge your ring...couldn't the central battery just send that power directly to the ring to cut out the middleman?
Which is why I don't think it does. The ring knows a lot of things (it can translate nearly every language, somehow knows if potential wearers are morally upstanding and if they have the power to overcome great fear), but I think it only qualifies "lethal force" as intent to kill.
