10. Where did the list of X11 color names come from? Every resource I've found online claims the origin is unknown, but it must be recorded somewhere. The best information I've found was in an archived discussion page at Wikipedia's Wikiproject Color:
The named colors come from the X11 color (or more specficially, X10R3) back in 1983, in a file named rgb.txt. A list that started out with just 69 entires, now has a lot more. In this talk, he states: CSS colors come from X11. X11 names came from a box of crayons. Colors where originally calibrated based on Paul R. HP monitor.

Jan 13, 2013 · There are HTML Colors, X11 Colors. Most modern web browser supports X11 Colors. a number of colors are defined by web browsers. A particular browser may not recognize all of these colors, but as of 2005 all modern general-use browsers support the full list of colors.
Template documentation. This template converts a https://en.wikipedia.org/wiki/Category:Conversion_templatesX11 color name into its corresponding color in #rrggbb notation. All standard colors defined in HTML and CSS1 are defined, as well as supplementary X11 color names as documented in the W3C's CSS3 specification.

As the article states, that is “a list of the X11 colors [X11COLORS] supported by popular browsers” (my emphasis added). Thus, that page only purports to be a subset of the X11 colors. The subset nature is more obvious if one follows the link to which the w3c page refers to as the authority of that list.
