The execution of the death penalty was suspended on July 25, 1996 by a decree of President Algirdas Brazauskas. The president refused to review clemency petitions without which no death penalty could be carried out. Abolition of the death penalty was one of the requirements for Lithuania's accession to the European Union in its 2004 enlargement.
