I solved the problem by myself and it had indeed something to do with the tll file. I guess I should've actually uninstalled twc before deleting the folder. Luckily I saved a copy of the folder so I could still use the file after moving it to the new AoE 3 folder. It allowed me to uninstall twc and then reinstall it. Now everything works fine.
