About. ARCH A. MOORE JR. was born in Moundsville, West Virginia. A recipient of the Bronze Star and the Purple Heart, Governor Moore is a World War II U.S. Army veteran. He received his bachelor’s degree in 1948 and a law degree in 1951 from West Virginia University. He was elected to the West Virginia House of Delegates in 1952.
