Arnstein Rynning Arneberg (6 July 1882 – 9 June 1961) was a Norwegian architect. He was active professionally for 50 years and is often considered the leading architect in Norway of his time.

Arnstein Rynning Arneberg (born July 6, 1882, in Halden, died June 9, 1961, in Biri) was a Norwegian architect. He was the child of Mauritz Otto Edvard Arneberg and Hermine Nicoline Mathilde Rynning, and the brother of Eilif Arneberg.
It was designed by architects Arnstein Arneberg and Magnus Poulsson. The building is located in the city center, in the northern part of the Pipervikaneighbourhood, and it faces Oslofjord. Oslo City Hall is built of red brick and has two towers, one 63 meters tall and other 66 meters tall.

To this day, the Chamber bears the stamp of Norwegian art, craftsmanship and values. The room is designed to promote fair and open dialogue – as a ‘workshop for peace’.

The Chamber was designed by Norwegian architect Arnstein Arneberg, who had close ties to Trygve Lie, the first UN Secretary General.
In Oslo, Arnstein Arneberg and Magnus Poulsson were largely successful and the Classical sequence of spaces, which lead, on axis, from the city to the sea, between their twin towers, and through the civic heart of their building, works extremely well.
