Emmanuel Eweta Uduaghan was born on 22 October 1954 in Warri North Local Government Area in Delta State of Itsekiri origin. He attended Federal Government College, Warri (1968–1974), and the University of Benin (1975–1980) earning a Bachelor of Medicine and Surgery (MBBS) degree, and a Diploma in Anaesthesia.

Ifeanyi Arthur Okowa was born on July 8, 1959, to the family of Chief Arthur Uzoma and Madam Victoria Okowa of Owa-Alero, Ika North East Local Government Area. His father was a teacher at St Michael’s Primary School (Anglican) in the village while his mother was a midwife. Theirs was a beautiful Christian home that radiated warmth, joy and peace.
Mr Okowa subsequently won the governorship election with 925,274 votes, beating his closest rival, Great Ogboru of the APC, who polled 215,938 votes.
