Spiegel earned his B.A. from the University of Cincinnati in 1942 and his LL.B.from Harvard Law School in 1948.

On the recommendation of Senators John Glenn and Howard Metzenbaum, Spiegel was nominated by President Jimmy Carter on April 5, 1980. After a senate vote, Spiegel was confirmed on confirmed on May 20, 1980, and entered on duty on June 5, 1980. On June 5, 1995, Spiegel assumed senior status.Spiegel passed away on December 31, 2014.
