If you like a quiet intimate beach experience, Balboa Pier is the place to go. We actually parked over on Balboa Island with free street parking, took the ferry over, and walked over to Balboa Pier. It was a lot chillier as you walk down the pier, so you might want to bring a light jacket even if the day seems sunny.
