   • No bueno. Balboa Pier is neither too busy or too empty. It's just right. The best part is the paid parking lot is steps away from the sand, so you can easily keep an eye out for any break ins. Like most SoCal beaches we've been to, this one is the greatest for swimming due to the shore breaks.
