De Benneville " Bert " Bell (February 25, 1895 – October 11, 1959) was the National Football League (NFL) second commissioner from 1946 until his death in 1959. As commissioner, he introduced competitive parity into the NFL to improve the league's commercial viability and promote its popularity.

In 2012, The Bert Bell Memorial Football Conference celebrated its 50th anniversary. The Bert Bell league was founded, chartered and incorporated in 1962 in commemoration of the late great Bert Bell. The league was established to further the ideals of the game of football at the school level.
Bell's first order of business was to prepare his league for a costly struggle with the new rival league, the All-America Football Conference.
During his 13-year reign, he created the amateur collegiate draft, established strong anti-gambling controls, instituted television blackouts for home games, and oversaw the merger of the NFL and the All-American Football Conference. Bell rooted for the underdog, and always acted for the good of the game.
