     • click on + CREATE A NEW MAP button
     • copy coordinates from your link 30.0867484,-97.29304982
     • paste them into the search bar and hit Enter key
     • optional: zoom in and change to satellite view
     • click on 3 dots
     • select Export to KML/KMZ
     • tick the KML instead of KMZ checkbox and Download
     • to import KML file into My Maps click on Import

     If I understand the question correctly you want Google Earth Pro to launch and have a placemark when someone clicks on a link on your website.

     Assuming Google Earth Pro is registered as a helper for the browser, or is registered to handle .kml files in the explorer, when you download a file with that extension or with the Content-Type of 'application/vnd.google-earth.kml+xml', google earth will pick it up and render the kml content.

     So the javascript in this case would be used to create the link, or if you find out how to generate a data url, produce that.

     If you want to process data within the Google Workspace like manipulating data on Google Sheets, or automating Gmail, Google Apps Script is your only reasonable choice.

     If you are willing to export the data to a format like CSV, you have a lot more choices, like Python and other scripting languages.
