It can be. I had an actinic keratosis on my forehead and several spots that the dermatologist thought could be new ones starting. He said there was a lot of sun damage. Considering the medicine only affects damaged cells I would have to agree. Actinic keratosis can turn into skin cancer if untreated. It's like a 10% chance or so.
