First off, if you're using the Enhanced Character Creation mod, you need to have the Bioware Localization Patch installed. It won't let you drag it into the manager itself, so you need to find the file location for the Bioware patch, and then drag and drop it into the Plugins folder in the Frosty Mod Manager files!
