TL;DR: currently the achievement is NOT bugged, but is impossible to naturally attain due to in-game inconsistency. HOW IT WORKS: there are a total of 122 letters and reports in Thronebreaker, and all 122 DO count for the achievement - BOTH reports and letters.
The brazier that you have to burn it in lies to the side of the mailbox (in case you come up from a blocking viewpoint as I did). This is the only brazier you can burn the letter in - no others work, such as the others nearby.
