(Cecil Scott) Forester was the pen name of English novelist Cecil Louis Troughton Smith (1899-1966), famed for his stories of naval warfare, and especially the 12-book Horatio Hornblower series, following the Royal Navy during the Napoleonic Wars. Forester's very poor eyesight precluded his own military service.
