CARE is a partnership between the City of Newton and Eastern Catawba Cooperative Christian Ministry (ECCCM), a local non-profit organization. The generous contributions of Newton citizens, individuals, and organizations fund the program, for which City of Newton utility customers in need of one-time assistance are eligible.
