David Atlee Phillips (October 31, 1922 – July 7, 1988) was an American Central Intelligence Agency officer of 25 years and a recipient of the Career Intelligence Medal. Phillips rose to become the CIA's chief of operations for the Western hemisphere.
Phillips consistently denied that he was involved in Kennedy’s assassination and sued JFK authors who suggested he did. Late in life, Phillips told former HSCA investigator Kevin Walsh that he thought JFK was killed by unnamed “rogue” CIA officers.

David Atlee Phillips was born in Fort Worth, Texas, on 31st October, 1922. He was educated at William and Mary College and Texas Christian University. During the Second World War he served as a nose gunner in the United States Air Force. Phillips joined the Central Intelligence Agency in 1950.
