     Do I need to declare all functions I use in a .c file in a header file, or can I just declare and define right there in the .c file?

     You used "use" in the first question and "define" in the next question. There is a difference.

     void foo(){ bar(10);}

     Here, foo is defined and bar is used. You should declare bar. If you don't declare bar, the compiler makes assumptions about its return type.

     You can declare bar in the .c file or add the declaration in a .h file and #include the .h file in the .c file. Whether you use the first method or the second method is up to you. If you use the declaration in more than one .c file, it is better to put that in a .h file.

     You can define foo without a declaration.

     If so, does a definition in the .c file in this case count as the declaration also?

     Every function definition counts as a declaration too.

     Assuming that reset means asynchronous reset, as in the code examples.

     The answer is partly opinion based, since a design can be made to work with reset of a minimum number of the Flip-Flops (FFs) and all of the FFs.

     I suggest that a minimum number of FFs are reset, and typically that leads to reset of most FFs in the control path, and no reset of FFs in the data path. The advantages of this approach are outlined below.

     Simulation is often conservative with respect to propagation of uninitialized values, both for Verilog and VHDL, so it is like simulation can check both 0 and 1 values at once when the value is uninitialized.

     Bugs due to FFs that are not reset, are therefore likely to show earlier in verification with simulation, and the designer thereby gets valuable feedback about wrong design assumptions, which may lead to corrections in the design that fixes other bugs. Just resetting all the FFs is likely to hide such bugs.

     It may seem like design and verification is just easier if all FFs are reset, both in control and data path, since it fixes all those "annoying" X propagation in the design. But it requires an increased number of tests in order to verify all value combinations when X propagation is suppressed through reset.

     Implementation gives a smaller load on the reset signal, so it is easier to meet timing of the reset net throughout the chip.

     DFT (Design For Test) in general, then adding reset to the FFs will not aid DFT in finding nets stuck at reset value. With a DFT scan chain approach where all the FFs are loaded through the scan chain, then the lack of reset on some FFs will not require more vectors.

     To strictly answer your question, No. you do not need to serialize the DTO, since serialization is relevant where an object is serialized/de-serialized to/from byte stream, in your case json serialization first happens to a string and then byte stream. So as long as the String class (or whatever native classes) that your Json parser library uses, is serialized, you are safe.

     However it is always best practice to serialize a deeply normalized dto/entity/pojo since you never know where it might be used tomorrow

     Speaking for IBM's mainframe-COBOL: no, you don't need a DD-statement if you never OPEN the file. You might also try to open it and look at the resulting FILE-STATUS to see if the file is there and take appropriate action if it isn't.

     Somtimes COBOL might even allocate a missing file when it is opened. Under Language Environment the behaviour is determined by the value of the runtime-option CBLQDA: if it is ON COBOL will automatically allocate any file that is opened for output but is not defined in the JCL (and delete it after the program has run thus throwing away all data written to that file).

     Derived classes do not have to implement all virtual functions themselves. They only need to implement the pure ones.1 That means the Derived class in the question is correct. It inherits the bar implementation from its ancestor class, Abstract. (This assumes that Abstract::bar is implemented somewhere. The code in the question declares the method, but doesn't define it. You can define it inline as Trenki's answer shows, or you can define it separately.)

     1 And even then, only if the derived class is going to be instantiated. If a derived class is not instantiated directly, but only exists as a base class of more derived classes, then it's those classes that are responsible for having all their pure virtual methods implemented. The "middle" class in the hierarchy is allowed to leave some pure virtual methods unimplemented, just like the base class. If the "middle" class does implement a pure virtual method, then its descendants will inherit that implementation, so they don't have to re-implement it themselves.
