It is Glow in the Dark. It does glow well and holds the glow ok. But the glow in the dark material will wear off (small amounts) on your hands/gloves if you wrap tool handles with this. Otherwise it is decent duct tape.

To make tape reflective, it must have prisms made from glass or another reflective material embedded in a film. Many types use glass beads that are exceptional at reflecting light. Note that reflective tape is not the same as glow tape. Glow tape absorbs light and will become visible in the dark.
