In Destiny, FINAL ROUND is a Weapon Upgrade that can be found on nearly all Hand Cannons, Scout Rifles, Shotguns and Sniper Rifles in the game.
So, load 1 shell into the gun and that shot will do 33% extra damage. Makes your gun that much deadlier. Then, reload one shell after your kill. Basically, that perk allows you to sacrifice your 6-round mag with a slow-ass RoF for a 1-round mag and 33% extra damage.
Remember the "Final round" perk from destiny 1. Bungie Suggestion. Long sory short this was an absolute busted perk on sniper rifles because it allows snipers to one shot body shot by simply firing your sniper at at wall and gaining the weapon damage without actually earning it.

The key to one-hit snipers is the Final Round perk. The highest impact class of sniper rifles (i.e. Gozen-C, Silvered Bouddica, Efrideet's Spear, etc.) all do almost enough damage to kill with a bodyshot.
