The Clean Energy and Climate Plan for 2050 provides details on the actions the Commonwealth will undertake to put the Commonwealth on a pathway to achieve Net Zero greenhouse gas emissions in 2050.
To achieve long-term emission reduction goals within the Commonwealth, the Executive Office of Energy and Environmental Affairs is undertaking a planning process to identify cost-effective and equitable strategies to ensure Massachusetts reduces greenhouse gas emissions by at least 85% by 2050 and achieves net-zero emissions. Table of Contents.
- Statewide Targets. The state’s goal is to zero out planet-warming emissions by 2050. Using 1990 emissions levels as a baseline, the new climate plan sets overall reduction targets of 33% by 2025 and 50% by 2030.
- Transportation. Transportation accounts for 37% of greenhouse gases in the state, making it the single largest source of emissions — not to mention the other impacts gasoline-powered vehicles have on air quality.
- Buildings. Heating buildings with gas and oil accounts for 27% of statewide emissions. To meet the goals laid out in the plan — 28% below 1990 levels by 2025 and 47% by 2030 — the state laid out two strategies: improving the energy efficiency of buildings and replacing fossil fuel heating systems with electric heat pumps.
- Electricity. Greenhouse gas emissions from the electric power system comprise another 20% of total emissions in Massachusetts. And using 1990 emissions levels as a baseline, the plan says the state must reduce emissions 53% by 2025 and 70% by 2030.
The global energy crisis was not a clean energy crisis, but it has focused attention on the importance of ensuring rapid, people-centred and orderly transitions. Three interlinked issues stand out: risks to affordability, electricity security and the resilience of clean energy supply chains.
I am pleased to present the Massachusetts Clean Energy and Climate Plan for 2025 and 2030 (“2025/2030 CECP” or “Plan”), as required by the Global Warming Solutions Act of 2008 and the 2021 Climate Law (An Act Creating a Next-Generation Roadmap for Massachusetts Climate Policy).
