The historical maps from the Second Military Survey (1806–1869) cover a huge area of Europe, from Austria in the west to Romania in the east.
I go to Google Maps, screenshot the area where the country would be, and do some erasing and redrawing of borders and sometimes roads. Then I erase the names of the countries the target country completely covers.
