You'll have to use < and > instead of < and > respectively and browser will not consider it has html and hence will not render it. They are called as HTML Entities.
You can find and replace them or use many online services that does that for you.

If you're embedding the XML itself, please see Is there any option to embedding xhtml in html?
If you're just embedding a URL referencing the XML, use any of the mechanisms in HTML5, e.g. a custom <link> element. The question then is, how are you going to dereference the URL and display the XML? The obvious answer (to me) is with client-side XSLT.

I would create an image sprite for my icons. And then for the markup I would use a list and set the icon images as background images to their respective anchor tags.
Something like this:
