We also know house elves are extremely powerful, and capable of outright overpowering and violating the limitations of ordinary wizards, despite a lack of magical tools or training. That said, a lot of the creatures in the Wizarding world brush weirdly against our sense of values.
My guess is that they were loyal to a certain race or person, and at some point they went into war with wizards in which the wizards won. The house elves is really for slavery, isn't it, the house elves are slaves, so that is an issue that I think we probably all feel strongly about enough in this room already. However, the books really seem to make light of the whole "house-elf slavery thing."

Dobby might just be one of the most progressive house-elves we’ve heard of – and his independent status made the other house-elves feel uncomfortable. Sadly, living to serve was too deeply engrained in their culture.
