Christchurch became the first city in New Zealand by royal charter on 31 July 1856, and Henry Harper was consecrated by the archbishop of Canterbury as the local Anglican bishop. He arrived in Christchurch a few months later in December 1856. In 1862 the Christchurch City Council was established.
