For example you could draw a line and say that if a dialect contains over 85% similar vocabulary and grammar, then it does not count as a separate dialect. This a monumental task.

The Philippines has two official languages, Filipino (or Pilipino) and English. Filipino has eight major dialects, in order of use: Tagalog, Cebuano, Ilocano, Hiligaynon or Ilonggo, Bicol, Waray, Pampango, and Pangasinense. Some regard these as separate languages. Apart from these, there are more than 176 local dialects.
