Yi is all about tempo. You want to always be making money on him, full clear when you can, take the enemy's camps when they show on the other side of the map, lightly tax your laners (no cannons) and take waves that are crashing with nobody else around. Yi sucks dick at ganking pre 6 and can only really get kills if the enemy is super overextended.
1: Jungle. Mid Yi is prone to getting forced out of lane by ranged champions, and Yi doesn't build much/any MR early. Top Yi is viable, but again, is forced out of lane by AP or ranged. 2: Ideally, lvl 3 if you have a point in each ability, but his main power spike is level 6.

Yi's passive ability to reduce the cost of a spell each round by 1 is already useful in dedicated decks. In particular, because enemies have to play around a 1 cost Twin Disciplines, a 1 mana Nopify and a 3 mana Deny. Also, if you only trigger his Flow ability once, all Master Yi's become a 3 man 4|3 with Quick Attack which is really strong.
