This basically means Rotten using it's dumbass "evaluating system" a movie which got reviews ranging from 4.5 to 6 out of 10 can get a 100% "tomatometer" if Rotten thinks all those reviewers liked the movie while another movie which also got 4.5 to 6 out of 10 can get a 0% "tomatometer" if Rotten thinks all those reviewers disliked the movie.

For thrillers, I pick them only if they have a rating of above 6 on IMDb AND a rating of above 45% on Rotten Tomatoes. For dramas, I pick them only if they have a rating of above 6.5 on IMDb AND a rating of above 50% on Rotten Tomatoes.
