I just looked up the High Sparrow's fandom page. Apparently he was the leader of the Sparrows, a religious sect. With Cersei's help he became the High Septon. So basically, he was a minor person in charge of a far leaning sect that in S5 fit Cersei's agenda and that is how he was insert into The Game.
