Pick NFS Hot Pursuit Remastered. In this game, there's a Freeroam mode where the cops aren't involved and you can't do any pursuits whether you're a Cop or a Racer. The Freeplay mode is meant for exploring Seacrest County in order to know all possible shortcuts.
