Observe and Report is a 2009 American comedy film written and directed by Jody Hill and starring Seth Rogen, Anna Faris and Ray Liotta. It follows a mentally unstable vigilante mall cop who attempts to join the police academy and pursues a flasher tormenting female visitors to the mall where he works.

Apr 10, 2009 · Observe and Report plays less as a comedy and more as a drama about a man who suffers from a serious mental illness and for that, it really hits hard at times. Unfortunately, its tone is all over the place and the film can never decide whether it wants to horrify you, make you laugh, or extract drama and tears from the situation.

Ray Liotta brings good straight-laced drama to the picture, but, unfortunately, it usually doesn’t marry up well with the comedy trying to take place at the same time.
