On 6 November 1926, though he had only a little experience in aviation, Balbo was appointed Secretary of State for Air. He went through an intensive course of flying instruction and began building the Italian Royal Air Force (Regia Aeronautica Italiana).

Since 1929, the goal of Balbo was to cross the North Atlantic in formation, an enterprise considered not yet feasible at that time. As a preparatory step to eventually reach that goal, it was decided to organize a mass flight across the South Atlantic.
