I may have found a solution, it worked for me. open up "settings" - then click on "apps" - scroll down and find microsoft photos, click on it - then click on "advanced options" - scroll down and click on "repair". Now my photos are once again displaying full screen no borders. If that doesn't work there is also a reset button.
