Going off sheer looks it's Joe Anderson, and only Joe Anderson. I remember the first time I saw this guy, it was in The Ruins and I thought I was seeing a ghost. (Uh, a ghost doing an embarrassingly sub-par German accent.)
I'm a huge fan of Nirvana, but this looks horrible. I went to college with Joe. He did sing (very well), did play guitar and a friend of mine at the time (a guy, lets call him Dave) had an unhealthy obsession with Joe at the time and kept saying how he could play Kurt Cobain one day.
