Mark Valley was born on December 24, 1964, in Ogdensburg, New York, USA, to Martha and Michael Valley. He has three sisters, Jennifer, Lynne, and Marnie, out of who two are actresses. He attended the United States Military Academy and graduated from there with a Bachelor of Science degree in mathematics and engineering.
