The history of the New York City Council can be traced to Dutch Colonial times when New York City was known as New Amsterdam.On February 2, 1653, the town of New Amsterdam, founded on the southern tip of Manhattan Island in 1625, was incorporated as a city under a charter issued by the Dutch West India Company.
Reorganized under Alabama's Mayor Council Act of 1955, the city government consisted of a mayor and nine at-large City Council representatives. Changing demographics in the city's electorate led to the election of Birmingham's first African-American mayor, Richard Arrington Jr. , in 1979.
