Omega Doom is one of the worst science fiction movies I have ever seen. It's extremely low budget, which isn't necessarily a bad thing but, the financial limitations of the movie means most of it is dialogue for exposition. This also wouldn't be terrible if the writing was good but, it's not. Everything about this movie is slow, cheesy, and cliche.
Omega Doom (Rutger Hauer) is one such cyborg. He is programmed to destroy everything that moves until a sharp blow to the head causes a short and makes him want to help the planet's few remaining human beings regain control.
