He served as prime minister of the first Philippine republic in the middle of 1899 was head of the assembly and the cabinet. He advocated the incorporation of the Philippines into the United States.
Ang pinakamahalagang kontribusyon ni Paterno sa kasaysayan ng Pilipinas ay ang kanyang pagiging tagapagsaayos ng Kasunduang Biak-na-Bato. Setyembre 15, 1898 ng mahalal si Paterno bilang pangulo ng Malolos Congress. Naging tagapayo siya sa batas ng Malolos konstitusyon. Namatay siya noong Abril 26, 1911 sa edad na 54.
