Doubles down on the weird & silly beats from the first Penitentiary while retaining none of its poignancy, but when that means a synth disco soundtrack, Ernie Hudson wearing a clown wig, and lots of potato salad I'm not going to complain. Extra points for the Dolemite, Tony Cox, and Allan Graf cameos.
