Yes, I've checked my download speeds, 200mbps down consistently. I use a VPN, however nothing changes when I turn it on/off, change locations, etc still randomly stalled. Since a 'stalled' torrent isn't active, if you have many torrents - it won't count as a currently active torrent for purposes of upload and download slots.
