How in the world did Robert Lyons even get in a position to be on TCAP in the first place? As someone who was already a registered sex offender (I'm sure for the same thing), how did this guy even get into a position to potentially prey upon young kids? The scariest thought is if he'd been talking to a real 13 year old instead of the PJ decoy.
