     @dkarp gives an excellent general answer. I will add some additional specifics regarding Chinese:

     There are several countries where Chinese is the main written language. The major difference between them is whether they use simplified or traditional characters, but there are also minor regional differences (in vocabulary, etc). The standard way to distinguish these would be with a country code, e.g. zh_CN for mainland China, zh_SG for Singapore, zh_TW for Taiwan, or zh_HK for Hong Kong.

     Mainland China and Singapore both use simplified characters, and the others use traditional characters. Since China and Taiwan are the two with the biggest populations, just zh_CN and zh_TW are often used to distinguish the simplified and traditional character versions of a website.

     More technically correct but not commonly used in practice, however, would be to use zh_HANS for (generic) simplified Chinese characters, and zh_HANT for traditional Chinese characters, except for rare cases when it is meaningful to distinguish different countries.

     The Unihan database contains this information in the file Unihan_Variants.txt. For example, a pair of traditional/simplified characters are:

     U+673A kTraditionalVariant U+6A5FU+6A5F kSimplifiedVariant U+673A-

     In the above case, U+6A5F is 機, the traditional form of 机 (U+673A).

     Another approach is to use the CC-CEDICT project, which publishes a dictionary of Chinese characters and compounds (both traditional and simplified). Each entry looks something like:

     宕機 宕机 [dang4 ji1] /to crash (of a computer)/Taiwanese term for 當機|当机[dang4 ji1]/

     The first column is traditional characters, and the second column is simplified.

     To get all the simplified characters, read this text file and make a list of every character that appears in the second column. Note that some characters may not appear by themselves (only in compounds), so it is not sufficient to look at single-character entries.

     So I think after further investigation and with Marks answer I am going to provide an answer myself. Here is goes:

     Out of the box Android only has the two locales zh_rCN, which is simplified chinese and zh_rTW, which is traditional chinese. As you can see from the Settings app these are the only supplied locales:

     However any other creator of an Android system e.g. for a phone sold in China or so could change what they add. The overall theoretically supported set can be found by looking at the list of locales found in the icu4c app:

     Hant is the ISO code for traditional and Hans for simplified chinese. So theoretically this would mean we could have

     • simplified chinese in China, HongKong, Macau and Singapore
     • traditional chinese in HongKong, Macau and Taiwan

     However keep in mind that the Settings app would have to be modified to have the different selections of locale. So at this stage simplified chinese translates to zh_rCN and traditional zh_rTW and you should be apart for users that have such a modified Android image that supports other locales.

     In any case to be on the save side you can use the Configuration class to get the locale e.g. in your Application class with getResources().getConfiguration().locale.

     You could e.g. log that and send the data to your tracking system (whatever you use) or you could check for supported ones and throw an exception with the locale setting in the message and that would then show up in your market interface... it would however mean a minimum of one crash of your app (if you are on the ball you can publish and update a few minutes later ..)

     So to recap .. the minimum setup would be mirroring what is done in the settings app (only have zh-rCN and zh-rTW), but if you want to provide for default locales for Singapore, HongKong, Macau supplying traditional chinese as default you can do that too and it should work. I have however no evidence that such a configuration is used anywhere..

     The list of cultures in the Windows API is slightly different from the list of cultures in the .NET Framework. For example, the neutral culture zh-CHT "Chinese (Traditional)" with culture identifier 0x7C04 is not available in the Windows API. If interoperability with Windows is required (for example, through the p/invoke mechanism), use a specific culture that is defined in the operating system. This will ensure consistency with the equivalent Windows locale, which is identified with the same LCID.

     I would stick with zh-CN for the Simplified and probably just pick one of the others for Traditional - maybe most of your Traditional users are from Taiwan?

     Should zh be Simplified or Traditional Chinese?

     According to W3C (and the IANA subtag registry) zh is a "macrolanguage". As such it has no default writing system and a more specific variant should be used. However, it gives an example of common usage as follows:

     When zh is used on its own, it is usually used to mean the predominant language in the encompassed range, although this is not explicitly specified in BCP 47. For example, conventionally zh is considered to represent the predominant, Mandarin form of Chinese.

     It seems that zh might be used in legacy applications to mean Mandarin. Although the language tag cmn has no default writing system either, so that still doesn't answer the question as to which script it should be written in.

     I note that my iPhone (iOS 11) allows me to set the system language to zh-Hans, zh-Hant and zh-Hant-HK only, but has no Mandarin option.

     Disclamer: I'm neither an iOS developer nor do I understand Chinese. I'm just a language tag nerd.
