The Jagex team did a phenomenal job with the storytelling and flow of this quest, the end leaves you really wanting to continue the story and there's an ominous feel about the last few parts of the quest.
The boss would shred too hard without protection prayers and your damage output would be too low without a least mid level strength. TLDR/CONCLUSION: With 50 Attack, 70 Strength, 20 Defense, 75 HP, and 43 Prayer, you would be 68 CB. So I would reckon that the lowest possible Sins of the Father completion would be between 67-70.
