Hotstreak was the leader of one of the gangs at the Dakota docks when the Big Bang occurred, and one of Static's archenemies along with Ebon.
Hotstreak's status as one of Static's earliest enemies began before the Big Bang even occurred. Francis Stone, also known as F-Stop, was a vicious bully and a gang leader, who often targeted Virgil Hawkins, leading to his brief involvement with a rival gang to get revenge.
When tensions boiled; an all-out Gang war broke out at the docks. Francis was exposed to the Quantum Vapor. After the Big Bang, Francis was arrested and then taken to the hospital. He escaped from the hospital shortly thereafter in a fiery scene and took off to take advantage of his new powers.
Adopting a new alias as Hotstreak. He plagued Dakota and came into frequent tussles with Static.
When Dr. Todd’s Bang Baby cure was threatening to remove their powers, Hotstreak teamed up with Ebon to steal the last of the Bang Baby gas.
After his exposure to the Quantum Vapor and complimenting his fiery temper, Francis Stone became a pyrokinetic: he gained the ability to create and project fire from his body. He could also absorb a seemingly infinite amount of fire into his body.
By projecting a stream of fire behind him, he could boost his jumps. Hotstreak could also fly short distances.
Although Hotstreak was a criminal, his desires were seldom power or wealth; most often, he just did what he felt as it befit his fiery personality. What made him dangerous was his wanton disregard for anything, or anyone else. Ironically, he could be considered a "hot head" way before he even gained his powers, as he is quick to anger.
He had a fear of hospitals since he had spent over two years in one when he was a kid.

Francis "F-Stop" Stone, known more commonly as Hotstreak, is one of the gang members who becomes a Bang-Baby with the power to manipulate fire and Static's first rival after being beaten up by him and his gang members before they exposed to the Big Bang gas.
All of them, except Static and Gear, look for him. Ebon goes into the monitor room and finds Hotstreak. Ebon and Hotstreak start to fight and set off the gas. Teresa, who freed herself, sees this and runs. Teresa finds Static and Gear and frees them. Teresa tells them what's happening and gets out of there while Static and Gear go after Ebon.
Hotstreak (real name: Francis Stone) is a Bang Baby with the power of pyrokinesis and is one of the two main antagonists (alongside Ebon) of the Static Shock animated series. He is one of Static's arch enemies along with Ebon .He is also one of the major villains in the Static comics.
