Stephen served in the General Assembly from 1744 to 1751, was assistant justice of the Rhode Island Superior Court from 1747 to 1749, and became Chief Justice in 1751. Hopkins was largely responsible for transforming Providence from a small village with muddy streets to a thriving commercial center.
