An upskirt is not necessarily what we're looking for, either. The outfit blatantly needs to easily accessible. A normal skirt with nothing worn underneath, for example, does not belong unless it is extremely high quality with great sexual appeal. Content that isn't the "no panties dress" will be judged more harshly for sexual appeal and quality.
